    According your description, I think you can modify your measure to meet your requirement..

    Like this:

    Button =
IF (
    ISFILTERED ( Table1[data] ),
    IF (
        SELECTEDVALUE ( 'Table1'[data], 0 ) == 0,
        "Disabled",
        SELECTEDVALUE ( Table1[data] )
    ),
    "Disabled"
)
