    Hi Anonymous

For the first question, do you want to disable the drillthrough for a specific month when there is no data but enable the drillthrough for other months that have data? If so, this is not possible to my knowledge.

For the second question, you may try the trick in the following blog: https://exceleratorbi.com.au/show-or-hide-a-power-bi-visual-based-on-selection/. It uses a card to play as a mask on a visual. When no data is selected (you can change this condition to when a specific month is selected), it changes the card backgound color to be consistent with the backgound color of the report to "hide" the visual on lower layer.

    Hope this helps.
