Drill through not working, detail to summary

I have 2 drill throughs, one works, the other doesn't. The non working one is a bar chart that has summed up values and the table to go to has the summary of those values. 

 

This is the starting point. The table I want to drill through will have several rows with sums that together will add up to 11 or 5. 

What am I missing here? They are both drawing from the same table. I don't get the option to drill through to the page this is on.

This requirement was removed from my report. Thanks for the help though. I will still do a little research on it to see why it wasn't working.

@fparker61 in options and settings --> Options ->  preview, did you turned on "Modern Visual Tooltips"

if yes then drill thru will be part of tooltip when you hover over the bar.

@fparker61 not sure what is going on? So the KDE on the x-axis used on the bar chart, is the same KDE column on Drill thru page in drill thru pane? correct?

The Bar Chart is KDE and a total. The drill Through (the table) is KDE. The same KDE can be on multiple summary lines as it is divided by Source, Business Group and Rule. The same KDE will have the same Dimension and the Program is a slicer on the main page that populates the data for each Program.
