Drill down with Polygon data

I am  very new to Power Bi .

I am working with geo spatial data .

I need help to develop a drilldown map from country to state to city  for customised polygon .

When i select a country , i should be able to see all the states pertatining to that city , when i will click on state i should be able to  see all the  city for that state. 

I am able to achieve this kind  drill down but with points whereas i need boundary for country , state as well as city .

For boundaries I have shape file , I tried with Mapbox visual .But i am not able to get interactivity .
