I want to be able to expand one row at a time in a matrix / table
and then click on that expanded row and filter another visual by the row that is selected as the example provided below.
Is that currently possible in power bi in any shape or form?

It seems that it isn’t possible by far. But there are some similar features. The preview of Matrix visual of latest version PBI May 2017 can go to next hierarchy. And clicking on one row can highlight the page with the special choice. Please have a try.
