By my search, export data is not supported in report published to web.
Reference: Publish to web from Power BI - Power BI | Microsoft Docs
Additionally, when you use Publish to web, anyone on the Internet can view your published report or visual. Viewing requires no authentication. Before publishing a report, make sure it's okay for you to share the data and visualizations publicly.
If your user has a Power BI account, you can invite his as a guest user and share the report to him, then he can export data when the corresponding option is turned on.

@Syndicate_Admin , on the visual you have the option to download, But it is usually disabled when we do publish to the web. Just check that out
