Download CSV from visuals in published to web reports

I want to give access to users to download csv from visuals in published to web reports. is there any way to achieve that?, I cant share reports because sharing needs power bi pro licence for recipient, and we cannot provide pro licence to every user . I Know there is limitation on which user cannot download csv from published to web reports but is there any other way to achieve that task?

Hi @TSK , 

As you know, the export data can't be available in "publish to web", this is by design . And you and users don't have pro license, so you also can't share report to users or view data in embedded web. If so, I think you could try to create paginate report(by report builder), then deploy it in powerbi report server which users can access and download it.
