Doubt in gauge

I am a newbie in this community. I am trying to make a gauge with some materials and their price levels. The gauge must have the % level like 0,30%,60%,100%, and the needle should point out the exact price% level (say 75%) also there should be a skip level value which is the difference between 100% and the exact price% level (eg: 100 - 75 =25) 25% should appear to skip level. How to approach this?

Can someone please help to explain the process in such a case?

You would use a separate visual (like a card visual) to display the skip level value, based on a measure you write.
