As I understood to share reports in an unsafe way it was enough with a pro user that was the origin, the rest could be free, you know tell me if with the update it is the same?

First an unsafe way is public to web? If so, no Pro liscense is required. But if Share Power BI reports and dashboards , You need a Power BI Pro or Premium Per User (PPU) license, and Your recipients also need Power BI Pro or Premium Per User (PPU) licenses;
For update issues, the report updates with any changes you make. so the count of liscense such as share.
