Does not allow downloading File
In some reports, the option to download the file is disabled. the user with whom you are trying to download has a PRO license, has administrator permissions on the work area and owns the source dataset of the report.
Does anyone know the reason why the option is disabled?

This is a common problem. You should check if there is a limitation of the following.
1 If your administrator has turned off the ability to download data, this feature won't be visible in the Power BI service.2 You must at minimum have Write access to the report and dataset or be a Contributor to the workspace.
3 The report was create on power bi service can't be downloaded.
4 The dataset of this report has been changed by XMLA endpoint or changed to large dataset mode, disabled for download it too.

Syndicate_Admin , In Power BI ->Under Setting -> Admin Setting -> Tenant setting-> There is an option to disable that. Enable that for user or organization level
In the Power BI configuration, the option to download reports is enabled.
In fact, only in some reports is "Downloading this File" disabled and in others if it is enabled.
