Does RLS restict PBI admin accesing report in power BI

Hello, for the rls to take effect, the prerequisite is that the current user is a read-only permission, no edit permission. If you have edit permissions (Admin, Member, Contributor in the workspace), you can see all the data for the dataset, and rls is invalidated.
This has nothing to do with you being a tenant administrator. For more information, you can refer to :
