Displaying Count in a Card not working

Hi All,   I am trying to display the count of positions in the table but the number is showing 19, but you can see there are clearly only 16 in the data set. Am I missing something?       ...

I have these filters effecting the table if thats what you mean

 

 

Position No can never be blank so I dont think that is it

Anonymous where you put operation is not blank and vice president is not blank(), where you added that filter?
