Display time on y axis and date on x axis

Hi,

I have been looking for different ways to display time on the y axis, however it's not working out.

The line chart that I need to display needs to be similar to the below:

If I format the delivery time as (time or text), i only see it as a count function:

We can able to create the time values in Y-axis and dates in X-axis in power bi  by using Charticulator

As far as i know , there is no way .
