Display measure on row based on numeric value
I have the table above. I need create a measure that shows Measure2 in the rows where Sum of Actual is 0.00.
I have tried many things.
No success yet. Can you help?

Current power bi does not support to use measure formal as category to group row context.(measure expression calculated based on current row and filter contexts, it not able to work as category fields to expand the aggregations)
