    try two these measures:

    Flavors Present =
    DISTINCTCOUNTNOBLANK('Flavor List'[Flavor Name])
     
    Missing Flavors =
    CONCATENATEX (
    FILTER ( 'Flavor Master' , NOT [Flavor Name] IN VALUES ( 'Flavor List'[Flavor Name] ) ),
    [Flavor Name],
    ","
    )
