Yes, You can achieve this in Power BI by having hierarchy created for all the Region values.
Hierarchy should be Country -->Region-->Territory-->BrickArea-->Brick
Post that, you need to have Row Level Security to be implemented for this report of having a condition for users like Designation like Country Manager, Region Manager, etc..
Designation = Country Manager
This will be automatically enabled users to filter data while he logs in to PBI.
