Disclaimer before publish

Is it possible to customize the dialog in the Power BI Desktop, so that the user has to accept a disclaimer before he publishes the report into the Power BI portal? Our security and compliance department wants to make the user aware that he is going to publish data into the Microsoft cloud and that strictly confidential information must not be published.

Or do you have any other ideas how you can get the user's awareness?
