I once opened an issue here, but was told the current behaviour is by design: https://community.powerbi.com/t5/Issues/Bug-in-quot-Don-t-include-in-Report-Refresh-quot/idi-p/111353
You might want to give a go yourself and open a new issue, as this is already some years old.
