Disable Exclude for Data Consumers

Is it possible to diable the exclude feature for data consumers?  

 

I know, as a developer even, I have accidentally clicked the exclude button as it is right about the Drillthrough and if I could turn that off for the data consumers/analysts unless it is necessary to enable it that would be amazing.  I feel it might already be there as a setting but I can't find it.
