Direct Query Feed, Issues with Filter Not working on measures

I have direct query feed and relationships set between a table of entered data:

The filter for "site" works for all data except the measures in the table. 

When i use it on a measure is shows this:

While it will work with columns I cannot write the same measure into a column, to caculate the average and ignore blank cells, not working, hence my earlier help request: Column Calculation Exclude Blank Cells - Microsoft Fabric Community

So the filter is working but will not work with a measure. 

If I could find a solution to the filter issues, have tried many to one and many to many and single and both with no solution. 

Or if i can work out the column calcualtion would work.

you cannot create meaningful columns from measures. The filter context is missing.

Please provide sample data that covers your issue or question completely, in a usable format (not as a screenshot).
