Dim showing values not in the fact. why?

I have a pbix live in prod... I have a 'city' dimension... and in the filters to the right, some cities appear thad they I do know none of the fact values belong to that city...

 

Some users complain about it... Why does PowerBI is showing values from the dimension in the filter, that do not have a corresopnging fact value? makes no sense...

If your relationship is 'dim filters fact' then you will see dim values that don't have fact records
