Different color for drilled down clustered column chart

Hi, need help in inputting differetiating color for the values. The purpose is to differentiate the "City" - Downtown values vs "City" Industrial values. I've tried using IF statements but it doesn't seemed to work and in the visualization tab > Column > Colors, formula button is not applicable/missing. Thanks.

As of now there is no conditional formatting option for stacked column Chart!
