How these page level filter, report level filter and visual level filters are differ from one another in real time usage?

First, they had different filter range.(Report > Page > Visual)
Second, power bi use 'and' logic to apply them on contents and visualizations. So if you enable conflict filters on different level, it will shows blank because no item can match the conditions.

A Report can have 1 or more Pages. A Page can have 1 or more visuals. These sections let you set up filters to cover over these groupings to save you having to duplicate things.
For Example: You might have to do a report that covers only a certain country, but your data set has data for the entire world. So you can set a "Report Filter" to only ever show that country.
Next you might need to create a different report page for each city. Each city is very different in the metrics they need to display, so you need to make sure you hand craft each page on your report. So, per page, you would set up the City in the Page Filter.
Lastly you might be working on a specific graph, this graph might be looking at data that is only concerned with familes that have children. So you could set up a filter on just that visual that only shows data of people with children.
