The first one is the dataset published on your own, you are the creator. and you can share it with others if you want.
The second one is the dataset which wasn't created by yours, it should be in the content pack which you got from the organization, and you can't share it with others.

It is the same data, one is with Power BI desktop 2019 and the other is with an older version.
