I've been trying to connect to a Sybase DB through Sybase SQL Anywhere unsuccessfully.
Here is the message:
I configured ODBC Data Sources:
I can even connect to the database with the Sybase central:
Here is the credentials I'm inserting on PowerBI

As you have configured the ODBC Data Sources for Sybase, could you try using ODBC connector to connect it to see if it works?
1. Get Data -> ODBC
2. Choose the DSN you have configured.
