Destop Can't move or resize objects

Greetings,

I made a loom video so you can see the problem I'm having.  I have restarted the app and the computer.  Nothing seems to work which means I'm missing something obvious.  None of the objects are locked.  Any help gratefully appreciated:

@Rick_Segal , which visual you are using, which is not moving? seem like a custom visual

Try to click on title or space between the title and three dots and see if you can move.
