Desktop with Power Apps, adding commentary

I have a report with multple pages. On each page I have visuals and slicers including region, year and month.

I want to users to be able to select a region (or no regions) and a year and month and then to add commentary based on that slicer selection.

As examples:

FOR EMEA region, for July 2023 they can add/edit/view commentary

For  EMEA region, for August they can add/edit/view commentary (but they don't see commentary for other slicer selections).

Has anyone done this before and can point me in the right direction ?
