Desktop login GCC
I am trying to log in to Power BI desktop using my work email address, which has a power bi pro for GCC licensee. I'm getting logged in okay with the appropriate work login prompt, but I'm being connected to public cloud instead of GCC. I verified this via help -> about, as well as by attempting to publish (told I need a pro licensee to publish). I'm able to get into app.powerbi.gov and manually upload files but it's rather cumbersome.

If you have assigned Power BI free edition licenses to your accounts, these accounts will run in the commercial edition of the Power BI service and are not part of the Power BI US Government product / service. For these free edition accounts, you may encounter the following issues:
- Power BI Gateway, Mobile, and Desktop cannot authenticate
- Unable to access Azure business data source
- PBIX files must be uploaded manually from commercial data sources
- Power BI mobile app is unavailable
Regarding using the service model to your desktop report, this is a limitation as this gov. service tenant is separate from commercial & free instances.
