Desktop Splash Screen randomly appears

HI - since the October desktop update, when i start the first instance of desktop I randomly receive the splash screen that allows me to select 'show this on startup'.  It does not happen all of the time and I have not been able to determine why it occurs sometimes and not others.  I always have the 'show this on startup' un-clicked.

This is not randomly happening - it is consistently happening for me. I'm on Version: 2.88.721.0 64-bit (December 2020).
