Deployment approach in Power BI Service
I have a question regarding the deployment approach in Power BI Service.
Instead of creating separate workspaces for Development, Testing, and Production, is it possible to use multiple folders within a single workspace and treat them as different deployment stages?

It's not possible to deploy items in different folders within same workspace.
Whenever you deploy items from one stage to another, a new workspace will automatically get created.

No folders in a workspace can’t act as Dev/Test/Prod stages.
Folders are just for organization. They don’t provide:
separate permissions per stage
separate gateways/connection settings
separate datasets per stage
deployment controls/approval/history like Deployment Pipelines
Best practice is to use separate workspaces (or Deployment Pipelines, which require distinct workspaces for each stage). If you must stay in one workspace, you can only “simulate” stages with naming conventions, but it won’t be secure or manageable.

govind_021 - Power BI Service provides Deployment Pipelines specifically for your use case.
Or If you still want a “single workspace” .You can simulate stages with:- Naming conventions
- Parameters for data sources
- Manual access control
But this is fragile and not supported as a deployment strategy.Use this only for very small or personal projects.

Currently, Power BI does not support treating folders within a single workspace as deployment stages (Dev/Test/Prod). Folders are only for visual organization and do not provide isolation, security, versioning, or deployment controls. All items in a workspace share the same permissions, data connections, refresh settings, and overwrite behavior.
For a proper deployment approach, Power BI supports either separate workspaces for Dev, Test, and Prod or Deployment Pipelines (Premium/PPU), which provide controlled promotion, parameter rules, and comparison between stages.
