Based on my understanding, currently Power BI does not support preserving the scroll or zoom position within custom visuals such as Deneb following user interactions, for example, selecting a task. This occurs because Power BI re-renders custom visuals upon interaction, which results in resetting the visual state.

Please consider the following workaround which may help to address the issue:

To maintain a stable scroll view, we recommend externalising task selection. You may use a slicer or table visual external to the Deneb chart to select tasks. This approach enables the Gantt chart to remain static without resetting, while simultaneously updating the card visual with the selected task details. This method ensures a smooth and consistent user experience while working within the current platform capabilities.
