Default Report view if a user(s) does not have data to view in dataset

Hi

I am using 'Row Level Security' to manage what a person can see in a excel dataset/table, plus I use RLS to manage a hierarhical view; Manager has Staff therefore a Manager and Staff member just see what is assigned to a Manager in the orginal dataset.

My PowerBI is a Report, which has several but basic filters that reflect what is matched when RLS is active.

My User list contains a Manager and Staff they manage, this can change month by month.

My Dataset, is just a large Excel table but the key field is the Managers name field, this is my realtionship to my RLS and the User List.  New Managers are added and Managers are removed from time to time.

I use 'Actice Directorty' to allow peope to view the App in the PowerBI service; I also use AD for my RLS which is setup in the pbix model.  And I would update/add new Managers and Staff to my AD list, rather than remove people.

My question.  The 'Dataset', 'User List' and the 'AD' will change over time, I will more or less be adding new users to the 'AD' to make sure everyone has access to 'App'  in the PowerBI Service area.  However, for example, Manager 'A' may not have data in 'March' but will have data in 'April', it can alternate sometimes who has data to view each period/month.  So rather than having to adjust the 'Active Directory' each time is there a means to set a kind of default view that if there is no data available for a Manager(they are not listed in the updated Dataset), is there a way to change the page I get, which is not really informative:

If no data availableIf no data available

To to an alternative outcome or page where could populate for example to say 'No Data Availabe at this moment,..." rather than the 'Restricted Visual label' we get (The person can see the App but it may be the case on this occurence there is no data for them to view) -

Restricted labelRestricted label

Many thanks

Chris

Interesting question.  Have you considered adding a text visual to the page, positioning it at the front of the Z stack, and then feed it from a measure that checks if there is data for the current user? If no, fill it with an explanation message, if yes then blank out the text and make the background transparent.

Thinking of it - this would prevent interaction with all the other visuals...
