On ring chart by MAQ software visual, how can I set the decimal places to zero on percentage value?
In the format settings you can set decimal places only for data value, not percentage value:

After checking,yes,you said right,when you select more than 1 label style under detail information,you can only adjust the decimal places for value only.When you only select 1 label style,you can set the decimal places for the label(either value or percentage).
For this senario,I have a workaround for you,you could show the percent separately such as under the bottom of the visual:
Go to format>legend>position:(any one you like)>Primary measure:Percentage
And you will see:
For the related .pbix file,pls see attached.

the option decimal places does not refer to the percentage. Instead, it refers to the value. Rephrasing this, it's not possible to configure the number of decimals for the percentage value.
The default donut chart offers the possibility to format the number of decimals for the percentage value:
