    Hi,

    Please try this formula:

    Manager % = 
IF(
    ISINSCOPE(T_FormulaDax[ManagerID]) && NOT(ISINSCOPE(T_FormulaDax[Client])),
    SUM(T_FormulaDax[Plan%]),
    ""
)


    In my example is working as you want. Please let me know if this solve your problem.
