Date reporting incorrect using inactive relationship

I have created a report that has a card and visual to show the number of incidents closed per month. The card is a count of the resolution dates with a visual filter using the relative date filter for all dates in this month. This card only uses data from the data table. This works ok.
I copied the card and converted it to a stacked bar chart, to show the month along the x-axis I sliced the chart using the month name from a separate date table. When I do this the count per month reduces by 100+ incidents.
The data table is imported from our SQL server and the date table is created using DAX. There are 2 relationships between the tables. The active relationship is a many to 1 single cross filter, between the data table created column and the date table date column. The 2nd relationship is a many to 1 single cross filter relationship that is not active between the data table resolution column and the date table date column. I cannot work out why the count is changing when I use the date table to slice the number of closed incidents per month? Can anyone help?

To understand your scenario better, I need more destails such as your formulas.
You'd better show your sample data in text-tabular format in addition to (or instead of) screen captures. That allows people trying to help to readily copy the data and run a quick test, plus it increases the likelihood of your question being answered. Just use 'Copy table' in Power BI and paste it here. Or, ideally, share the pbix (beware of confidential data).
