Date functions expected additional parametres when I've already put them

Hi,

please check region setting.
the seperators are vary with region.

I've checked it. I use English (United States) for Application language and Model language.
Separator for me is coma..
More interesting is the fact, that I can use the DATE function with variables.
See - I can create a column using this function:
But when I try to create a column using DATE function without variable - I get an error:
