Date Range Slicer Should Allow To Choose Date between First Of Current Month To Today's Date

Easiest way believe is to add a column on your calendar table that gives 1 for avalue before today and 0 to values after then just filter out the zero on the filter pane now depending on what your data looks like and what you want to achive you can apply this to the visual or to all the pages that way it will impact every page and every visualization:
