Date Measure Graphing Issue

When I use this measure:

Open MOCs = 
VAR Currentdate = MAX(Dates[Date])
VAR ActiveMOCs = 
CALCULATE(
    DISTINCTCOUNT(data[MOC Number]),
    ALL(Dates),
    Dates[Date]<=Currentdate,
    (ISBLANK(data[Close Date]) && ISBLANK(data[Cancelled Date]))
    ||data[Close Date]>=Currentdate
    ||data[Cancelled Date]>=Currentdate
)
Return
ActiveMOCs

I get the right result, but when I make a line graph (using the measure above and year/month) and filter to dates from the last year, then a get results that are much smaller than I expect.

Any idea what I am doing wrong?
