Date Filter on dashboard
Date filter is functioning if the filter being on same page otherwise it will not functioning. Please let us know if there any possible to get filter function based on below scenario
If we create filter visual as separate report / page and pin to a dashboard.

I'm afraid slicer visual doesn't support this. As a workaround, you can use drillthrough and enable "Cross-report" and "Keep all filters" option on as below:
