Data tab missing and Transform Data disabled

I am working on a report created by another user, but I am unable to edit the report and view the table data. Also, the second tab(Data) in the left pane is missing and most of the features are disabled in the report as shown in the screenshot. 

Can someone please help me in finding what is the issue.
