I just figured it out! This ended up working. 🙂
LY Invoiced =CALCULATE(SUM('Past Order'[Qty]),FILTER('Past Order', 'Past Order'[Fiscal Year] = CALCULATE(MAX(Dates[Fiscal Year]),FILTER(Dates,Dates[Date] = TODAY()))-1))
