Data Rounding to 0 or 1

I am imported is a %, representing a departmental allocation.   However, when imported into PowerBI it arrives as a 100% or 0%, even after I convert the type to percentage when transforming?

Any idea what is going wrong?

@ShrimpCreole , Click on Column/measure you will column and measure tools option in tab. In that you have formatting options
