No need to relate these, just append them into 1 table in power Query. You already have the column to identify if they're budget or actuals too (that will be your legend)!

Thank you for the quick reply. This worked for my mock report. Fingers crossed that it works with the MS dynamics data! Much appreciated. I will reply to this thread if any issues arise.
