Hey @powerbiexpert22 ,

Short answer: No, you can’t create Power BI dashboards directly from paginated reports.

Paginated reports (created with Power BI Report Builder and published to the Power BI Service) do not support pinning visuals to a dashboard like regular Power BI reports do.

Dashboards in the Power BI Service can only be built by pinning visuals from:

  • Standard interactive Power BI reports (created in Power BI Desktop)
  • Certain other supported content (e.g., streaming datasets)

Workaround

If you need a dashboard:

  • Create a regular Power BI report using the same dataset.
  • Pin visuals from that report to a dashboard.
  • Keep paginated reports for pixel-perfect/export needs (PDF, Excel, etc.).

So paginated reports and dashboards serve different purposes and don’t integrate that way.

If it solved your issue, feel free to mark it as the solution so others can benefit too.

  • Power BI reports → interactive semantic model driven

  • Paginated reports → pixel-perfect / document-style rendering (RDL engine)

Because of this architectural difference, paginated visuals are not exposed as reusable dashboard elements.

Hi! Paginated reports cannot be used to create dashboards in Power BI Service. Only interactive Power BI reports support pinning visuals or pages to dashboards.
Solution:  You could create a regular report from the same semantic model, publish it to Power BI Service, and build the dashboard by pinning visuals from that report (not the report server).

Regards!
