For example, Dashboard 1 with Dataset1. Dataset1 is refreshed daily. Dashboard2 gets data from Dataset1.
I created a separate report (Dashboard2) using an existing dataset (Dataset1). When I make modifications to Dashboard2, do I just publish the report? The report will retrieve whatever data is in the dataset and I don't need to run the data refresh in Dashboard2, right?

Yes, the report "live" connects to the dataset, so it will get whatever the data freshness is in Dataset1. If you refresh the report in the desktop, it will re-get the data as it exists in the dataset, but it will not refresh the dataset.
