Please check if the workarounds below work.

 

1. Insert a custom background image when you create a report.

    For creating a custom background image, you can refer to this video: Make your Power BI report POP with a custom background.

    For inserting images, you can refer to this post: Custom Power BI Themes: Page Background Images.

 

2. Insert a custom background image to your dashboard. 

    You can refer to this post: Announcing Dashboard Theming in the Power BI Service.

 

3. Insert a picture/logo in Power BI Service.

    Thank you for the reply, but unfortunately none of those options will work in our scenario.

     

    Your options point more toward branding - which will apply to all.  We only need Dev reports to be watermarked.
