I have a column with values and there are limit, all values over 200 in that column are excessed one.
I wanna create a measure column in DAX to count the those rows that are excessed values.
Can you please share some DAX code that can do that?

You can try to create measure like DAX below.
Measure1= CALCULATE(COUNT(Table1[ID]),FILTER(ALL(Table1), Table1[VALUE]>200))
