DAX query to exclude particular rows

Hi everyone,

I am facing the issue in creating one DAX query.I want to remove numbers and special characters in the above column without hardcoding it.I tried it by using the replace and substitute function but am not getting the required output.The issue i am facing is when i use the replace or substitue function it is effecting "proposed to withdraw" value also.  As i am new to the power BI help me out to write the DAX query
