DAX messure for counting over two rows in different tables

Hi

Below is a Visual table ( Diffrent tables on the data modle ) with the data that I want to messure. 

I need to group each unique ID number in the eap_question_id colum then add them up for a total. 

So for 67 there are 3 instances 

So in my pie chart Trauma/Personal will have a vaule of 3 

What I am trying to display is that in a year or quater ( I can do this via Filter ) the top 5 conditions are X 

My DAX is not working for this as my numbers don't match the in house system's report numbers.
