Can someone explain what the formula below in Tableau does and help me convert it to PowerBI DAX.

This Tableau is mainly calculate the difference of max[date_of_observation] and Max[planted Date](Exclude [date_of_observation]).
The following DAX might work for you:
Measure2 =
var _InDate = MAX('Table'[Invoice Date])
var _DuDate = MAX('Table'[Due Date])
RETURN
IF(_DuDate <> MAX('Table'[Invoice Date]) ,
DATEDIFF(_InDate,_DuDate,DAY),
BLANK())
The final output is shown in the following figure:
